ARRA Certifications
Minnesota made every effort to be ready and poised to receive and spend this stimulus money quickly and to direct these funds to quality projects in a clear and transparent way. Three certifications (formal letters) are filed before ARRA funds could be made available:
- Certification by Commissioner Sorel: This certification states that the infrastructure investments have received the full review and vetting required by law (form 1511, DOC).

- Certification by Governor Pawlenty: This certification explains that the state will request and use funds provided by ARRA, and the funds will be used to create jobs and promote economic health (form 1607, PDF, 372K).
- Certification by Governor Pawlenty: This certification explains that the state will maintain the level of state funding for transportation projects (form 1201, PDF, 615K).

ARRA Reports
ARRA has required new levels of transparency and accountability from the states. The following reports are required for ARRA-funded projects to show that states are creating jobs and spending this money in a timely manner.
Highway Infrastructure
Monthly reports are to be submitted by the states to FHWA and will serve as input for the quarterly reports due to Congress.
FHWA reports
The Monthly Recipient Project Status Report (form 1585, PDF) identifies the project, contractor, award date, project cost, DBE goal and percentage of project completion.
The Initial Recovery Act Project Plan (form 1586, Excel) identifies the project, location, project cost, environmental documentation, federal permit types and length of project.
The Monthly Summary Employment Report (form 1587, PDF) provides an employment summary of the contractor including project, contractor, number of employees, total project hours and total payroll.
The 1201 Maintenance of Effort Report (form 1201, Excel) provides actual expenditures from state sources for the types of projects that are eligible.
T & I Committee reports
This is a monthly report due to be submitted to the House Transportation and Infrastructure Committee. This report identifies the state program and its progress.

Minnesota Legislative Reports
Periodic reports are submitted to the Minnesota Legislature that summarize projects by county and includes total project cost estimates, construction estimates, low bid amounts, letting dates and scheduled project completion dates. Legislative reports include data provided to the FHWA as required by the ARRA program.
