Surface Transportation Block Grant Program (STBG)

The FAST Act converts the long-standing Surface Transportation Program (STP) into the Surface Transportation Block Grant Program.  It continues all prior STP eligibilities and adds the following:

  • STBG funds may be used to create and operate a State office to help design, implement, and oversee public-private partnerships (P3) eligible to receive Federal funding and to pay a stipend to unsuccessful P3 bidders in certain circumstances.
  • At a State’s request, the US DOT may use the State’s STBG funding to pay the subsidy and administrative costs for Transportation Infrastructure Finance and Innovation Act (TIFIA) credit assistance for an eligible project or group of projects.
  • The FAST Act eliminates the Transportation Alternatives Program (Minnesota TAP) and replaces it with a set-aside of Surface Transportation Block Grant (STBG) program funding for Transportation Alternatives (TA) . These set-aside funds include all projects and activities that were previously eligible under TAP.
