Mn/DOT is proposing improvements to the 3.5-mile common section of Highway 23 and Highway 71 (known as “Highway 23/71”). The project corridor extends from the Highway 23/71 split in Dovre Township to the southern split of Highway 23/71 and Business 71 in the City of Willmar.

The Highway 23/71 Preliminary Design project was initiated in the Spring of 2006. An environmental impact statement is currently being completed for the project.

Environmental Impact

The Final Environmental Impact Statement has been released

Completion of the EIS will allow Mn/DOT and local agencies to program improvements in the corridor. No funding has been allocated nor has a construction year been established.

Safety and Traffic

Hwy 23 is a medium priority interregional corridor, on which travel speeds should average 55 mph for a one hour trip. Safety of the corridor can be improved with the reduction and relocation of access locations.

Travel speeds on Hwy 23 will continue to decline as residential and commercial areas continue to grow in the area. Congestion will also increase.
