Overview

 

Mn/DOT has planned improvements on Highway 23 from Marshall to Cottonwood.

 

The first segment of construction will extend the four lanes on Highway 23 from 0.5 mile north of Highway 19 to 5008 feet north of Lyon County Road 33. Construction will include grading, bituminous and/or concrete paving, and lighting.

 

The second segment is a 9.24 mile segment from 0.9 mile north of Lyon County Road 33 to 0.1 mile north of Lyon County Road 24 near Cottonwood in Lyon County. Construction includes a mill and concrete overlay of the pavement surface and the construction of one four-lane divided passing area.

 

The proposed project includes the following components:

 

Mill and Concrete Overlay

To preserve the condition of the highway and to provide a smooth ride for travelers, Mn/DOT plans to resurface this section of Highway 23. Resurfacing will include milling the existing pavement, placing a new concrete surface and paving the shoulders.

 

Passing Lane

Mn/DOT plans to construct one divided four-lane passing lane for approximately one mile near Cottonwood County Road 22 to south of 360th Street. The passing lane will provide safe opportunities for motorists to pass in an area that would achieve the greatest benefit.

 

Project Purpose and Need

State Highway 23 between Marshall and Cottonwood has a number of transportation related problems. These include high traffic and heavy commercial volumes, fatality crash rates at higher than state averages, and a deteriorating pavement surface.

 

The purpose of the project is to provide safe passing opportunities and provide a long-term pavement fix for the roadway.
