Highway 23 resurfacing project between Russell and Marshall begins May 3
WILLMAR, Minn. — Highway 23 motorists will encounter intermittent lane closures and detours between Russell and Marshall beginning Monday, May 3.
The 12-mile resurfacing project extends from Russell to one-half mile north of Highway 19 in Marshall. The project will be constructed in two phases and consists of resurfacing, construction of a pedestrian underpass, storm sewer, lighting and sidewalk. The project will reduce maintenance costs and improve pavement strength.
Crews will begin the resurfacing project on Highway 23 from south of Highway 19 to Lyon County Road 5. Traffic will be re-routed on two-lanes of the four-lane highway. Motorists will be detoured while on the two-lane segment south on Lyon County Road 5, west on Lyon County Road 2 and back to Highway 23. This detour will remain in effect from July 6 to September 10, weather permitting.
The second phase is scheduled to begin June 7 and includes construction of a pedestrian underpass, storm sewer installation and resurfacing of the four-lane segment north of Highway 19. Highway 23 traffic will be detoured west on Lyon County Road 33 to Highway 59 and back to Highway 23. This detour will be in effect until August 21.
The entire project is expected to be completed on October 15, weather permitting.

Shafer Contracting Company of Shafer, Minnesota is the prime contractor for the $16.7 million project.
During construction and road maintenance work, Mn/DOT urges drivers to:
- Check www.511mn.org for up-to-date information about traffic and road conditions.
- Stay alert, expect the unexpected.
- Be especially alert at night when driving through work zones.
- Never enter a road that has been blocked with barriers or cones.
- Minimize distractions.
- Don’t use cell phones while driving.
- Remember text messaging while driving is illegal.
- Don’t eat or drink while driving.
- Avoid tailgating. Keep plenty of space between you and the vehicle ahead.
- Follow posted speed limits; fines double in work zones.
- Be patient.
- Plan ahead and expect delays, especially during peak travel times.
