Highway 52 (ROC 52) Design-Build RFP Issued
Building Demolition Set to Begin in June

ROCHESTER, Minn.- The Minnesota Department of Transportation today issued a Request for Proposals (RFP) to the four short-listed design-build construction teams to reconstruct Highway 52 from Highway 63 to 85th St. NW in Rochester.

The four teams now have until September 20 to develop respective technical and price proposals for the work. When the proposals are finalized, a team of Mn/DOT, city of Rochester, Olmsted County and Association of General Contractors staff will evaluate the proposals. The successful design-build team will be announced on October 25.

Following is a list of the four design-build teams:

  • Granite/McCrossan - Granite Construction Company, Watsonville, California
  • Rochester Partners - Lunda Construction Company, Rosemount, Minnesota
  • Silver Lake Constructors - Obayashi Corporation, South San Francisco, California
  • Zumbrota River Constructors - Flour Daniel, Burnsville, Minnesota

Construction on the Highway 52 (ROC 52) design-build, best value project is expected to begin in early 2003. However, demolition of boarded up buildings adjacent to the highway from 7th St. NW to 6th St. SW will begin Monday, June 10.

Sixteen buildings at 10 different sites will be demolished or removed. The work may require occasional lane restrictions on the frontage roads, but Highway 52 mainline traffic should not be affected. The demolition should be completed by late August. Holst Excavating, Inc. of Prescott, Wis., is the prime contractor for the $572,000 building removal project.

The Highway 52 (ROC 52) design-build, best value reconstruction project is estimated to cost approximately $240 million, the largest one time investment by Mn/DOT for a highway construction improvement. When construction begins, the design-build team will have to complete the project in five years or less, a savings of six years from the original eleven-year construction schedule.
