Thank you for your patience and understanding while work was underway this fall.

Work will end soon for the season, but some additional elements of the project--including the amenity zones in downtown Battle Lake--will be completed in the spring.

Weekly schedule

Nov. 8

Hwy 78 between Battle Lake and Perham

Hwy 78 re-opened to traffic on Monday, Nov. 4, between Battle Lake and Ottertail.  Motorists may encounter intermittent lane closures between Battle Lake and Perham as crews complete work near the shoulders.

Nov. 4

Hwy 78 detour lifted

Crews have removed the detour on Hwy 78 between Battle Lake and Ottertail.

Please note, motorists may encounter intermittent lane closures between Battle Lake and Perham as crews complete work near the shoulders and rural approaches. In addition, crews will continue final concrete work and related projects within Battle Lake.

Final weekly project meeting to held this week

The final weekly public meeting will be held Wednesday, Nov. 6, at 10 a.m. at the Battle Lake City Hall, 108 East Main Street, Battle Lake, Minn. Representatives from the Minnesota Department of Transportation and Mark Sand and Gravel will be available to answer questions.

Nov. 1

Hwy 78 between Battle Lake and Perham

Crews continue to pave in the Battle Lake area. Weather permitting, Hwy 78 will re-open to through-traffic between Battle Lake and Ottertail (including within Battle Lake) by early next week.

Motorists may encounter intermittent lane closures between Battle Lake and Perham as crews complete work near the shoulders and rural approaches.

  • Additional paving completed between Battle Lake and Ottertail
  • Paving (1st lift) within Battle Lake

Oct. 25

Hwy 78 between Battle Lake and Perham

Crews continue paving between Ottertail and Battle Lake, and they will begin soon within the city of Battle Lake.

Hwy 78 remains closed to through-traffic from Battle Lake to Ottertail. In rural areas where crews are paving, flaggers and pilot cars will guide one-way, alternating traffic through the work zone. Oct. 18

Hwy 78 between Battle Lake and Perham

Paving of Hwy 78 is complete between Perham and Ottertail. Permanent striping and additional shoulder work still needs to be completed in this area.

Crews will continue to pave between Ottertail and Battle Lake. They will work on different segments of the road each day, and flaggers and pilot cars will help local traffic move safely through the work zone.

Flaggers will allow one-way, alternating traffic through the work zone. Drivers must obey the flagger, be prepared to stop and follow the pilot car. Drivers entering Hwy 78 from driveways or intersecting roads within the area being resurfaced must wait for the pilot car to pass in the direction they want to travel, then follow it through the work zone.

Hwy 78 remains closed to through-traffic from Battle Lake to Ottertail. Vehicles are directed onto Hwy 210 and Hwy 108.

Resurfacing of Hwy 78 between Perham and Battle Lake began this week. Crews will continue working south from the Perham area.

Sept. 20

Hwy 78 between Battle Lake and Perham

Resurfacing of Hwy 78 between Perham and Battle Lake is expected to begin on Monday, Sept. 23. Crews will start working near Perham and proceed south toward Battle Lake.

Drivers will experience lane closures and possible delays for approximately one month while the work is underway.

Crews will work on different segments of the road each day, and flaggers and pilot cars will be used to help drivers move safely through the work zone.

Flaggers will allow one-way, alternating traffic through the work zone. Drivers must obey the flagger, be prepared to stop and follow the pilot car. Aug. 30

Hwy 78 between Battle Lake and Perham

Hwy 78 remains closed to through-traffic from Battle Lake to Ottertail. Local residents and motorists accessing businesses located within the closure area may use Hwy 78, but please note that the road will not be passable at culvert replacement sites. Highway 78 between Ottertail and Perham remains open, however, lane closures and delays are possible where crews construct turn lanes.

The signed detour between Battle Lake and Ottertail uses Highway 210 and Highway 108. The detour is scheduled to last through early October.

We estimate the resurfacing of Hwy 78 from Perham to Battle Lake will begin in mid-Sept.

Battle Lake reconstruction

Lake Avenue between Holdt Street and Summit Street is closed in Battle Lake, and traffic is detoured to adjacent streets.

Alternate accesses to business are being established, as needed.

Aug. 23

Hwy 78 between Battle Lake and Perham

Hwy 78 detours will change on Monday, Aug. 26. Hwy 78 will reopen between Perham and Ottertail, and the highway will close from Battle Lake to Ottertail. Local residents and motorists accessing businesses located within the closure area may use Hwy 78, but please note that the road will not be passable at culvert replacement sites. Cross roads will remain open.

Traffic will be diverted to Hwy 210 and Hwy 108. This detour is scheduled to last through early October. A map is available below.

Even though the road will reopen, motorists will still encounter occasional lane closures on Hwy 78 between Perham and Ottertail.

We estimate the resurfacing of Hwy 78 from Perham to Battle Lake will begin in mid-September. The schedule shows the entire project wrapping up in mid-October.

Battle Lake reconstruction

Hwy 78/Lake Avenue reconstruction in Battle Lake also will begin Aug. 26. A parking ban will take effect Sunday evening, Aug. 25, so crews can begin removing the existing pavement Monday morning.

Once work begins, Lake Avenue between Holdt Street and Summit Street will close, and traffic will detour to adjacent streets.

The current sidewalks and curbing will remain in place through Labor Day. Alternate business accesses will be established, as needed.

Local residents and motorists accessing businesses located within the closure area may use Hwy 78, but please note that the road will not be passable at culvert replacement sites. The signed detour runs from Perham east onto Hwy 10 to New York Mills, south on Co Rd 67 and west on Co Rd 52/Hwy 108 to Ottertail. A detour map is available on the project website, www.mndot.gov/d4/projects/hwy78.

Work completed the week of Aug. 12:

  • Culvert partially completed 1 ½ mile south of Hwy 108 near Perham
  • Guardrail removed at Hwy 10 bridge and Rush Lake (Otter Tail River) bridge
  • Concrete end post complete on Rush Lake (Otter Tail River) bridge
  • Milling and saw cutting at culvert locations complete

Once culverts are replaced north of Ottertail, Hwy 78 from Ottertail to Battle Lake will close for similar culvert replacement work. That is also the point when work will begin on the reconstruction of Lake Avenue in downtown Battle Lake. We anticipate this work will begin in late August.

Resurfacing of Hwy 78 from Perham to Battle Lake will begin after culverts work is complete. The schedule shows the entire project wrapping up in mid-October.

Aug. 9

Work will begin Monday, Aug. 12 between Perham and Ottertail. During this phase of the project, Hwy 78 will close to through-traffic and crews will replace several culverts. Local residents and motorists accessing businesses located within the closure area may use Hwy 78, but please note that the road will not be passable at culvert replacement sites. Cross roads will remain open.

The signed detour runs from Perham east onto Hwy 10 to New York Mills, south on County Road 67 and west on County Road 52/Hwy 108 to Ottertail. It will be up for approximately three weeks. A detour map is available below.

Specific work planned for the week of Aug. 12:

  • Milling at eight culvert locations between Perham and Ottertail
  • Culvert replacements from north to south within the detour zone
  • Construct two turn lanes approximately two miles north of Ottertail
  • Guard rail work at the Hwy 10 bridge in Perham and the Otter Tail River bridge
  • Installation of erosion control devices between Perham and Ottertail

Major traffic impacts the week of Aug. 12:

  • Detour from Perham to Ottertail
  • Road closures at culvert locations

Once culverts are replaced north of Ottertail, Hwy 78 from Ottertail to Battle Lake will close for similar culvert replacement work. That is also the point when work will begin on the reconstruction of Lake Avenue in downtown Battle Lake. We anticipate this work will begin in late August.
