Washington Memorial Drive to 4th Avenue; includes overpass at Lake George

TRAFFIC IMPACT: Beginning Monday, Oct. 5, the final bituminous layer will be placed on Highway 23/Division Street from Washington Memorial Drive to the new Granite City Crossing bridge. This work will take approximately one week.

During this time, motorists can expect multiple lane shifts, variable side street closures and short-term detours. Flaggers will be directing traffic through the work zone.

Motorists on this portion of the roadway will experience significant traffic delays. If at all possible, please use an alternate route and avoid this work zone.

6th Avenue South between 3rd and 4th Street South has opened to traffic.

Eastbound traffic has been switched to the eastbound side of Highway 23/Division Street. Westbound traffic on Highway 23/Division Street in St. Cloud will continue using the new westbound lanes throughout the entire length of the project.

5th, 7th, 14th and Washington Memorial Drive intersections are now all open and operating on signal systems. 6th Avenue is open with stop signs and 12th, 13th, 15th, 16th and 17th are open on the north side of Highway 23/Division Street. All intersections will require temporary closures for the final paving, beginning Monday, Oct. 5.

Sidewalk installation between 12th Avenue and Lake George Bridge has been completed.

Painting of the Cloverleaf parking lot continues.

Deck wood form removal has been completed.

Ornamental railing installation has begun.

8th Avenue and the 1st Street/8th Avenue intersection are closed to traffic to allow crews to complete planned construction work. This closure will remain in effect until early October. Storm sewer installation along 8th Avenue is complete. Grading continues.

Granite veneer installation on the eastbound bridge rail has been completed.

Motorists traveling on 9th Avenue between 4th Street and St. Germain will be utilizing the newly constructed northbound lanes of 9th/10th Avenue.

On/off ramps at 9th Avenue South are closed to traffic. Grading for the sidewalk in this area continues. 9th/10th Avenue has been paved. Curb and gutter work along the southbound lanes of 9th/10th Avenue has been completed.

A temporary pedestrian crossing has been established at 12th Avenue. Law enforcement officers are present in the morning and afternoon for traffic control to assist pedestrians crossing Highway 23. The permanent pedestrian "Hawk System" crossing at 12th Avenue will be operational in late October.

Street lighting continues to be installed along the project corridor.

Concrete median work will be completed this week.

The Highway 23 project, including the bridge at Lake George, is still on schedule to open to four lanes of traffic in early November.

4th Avenue to Wilson Avenue; includes “Granite City Crossing” Mississippi River Bridge

On Monday, Oct. 5, the eastbound lanes will be paved west of the bridge.

Weather permitting beginning at 7 a.m. on Wednesday, Oct. 7, crews will pave through the intersection at Wilson Avenue. Flaggers will be present to direct motorists. This work should be completed by 5 p.m.

Sonar tests were completed this week on the Mississippi River bottom. Tests results were that the river bottom is clean with no debris from the bridge work.

Barges will be removed from the Mississippi River as soon as the water main work is completed next week.

Crews continue turf establishment and Fall plantings.

Sidewalks and slope paving are being poured along Highway 23, the 4th Avenue intersection, Alley Drive, Wilson Avenue, and the bike trail and should be completed next week.

Light poles will be installed on the bridge this week.

Special surface finishing on the bridge piers and railing and painting of the fascial beams and overlook brackets continues.

Granite veneer installation for bridge rail, along with installation of the ornamental railing for the bridge continues until late October.

The project is on schedule for completion in early November.
