Project Study
The proposed project will reconstruct Highway 10 as a freeway in Elk River between Upland Avenue/Sherburne County Road 44 and the Highway 10/Highway 101/Highway 169 interchange, including a city frontage road system.
The purpose of the project is to improve regional mobility, safety, traffic operations and local connectivity/accessibility while serving as a guide for comprehensive planning in the city of Elk River.
The freeway alternative is illustrated in Figure 4, Appendix A.
This study is funded by the city of Elk River.
