Environmental Impact Statement

Federal Highway Administration approves combined Final Environmental Impact Statement and Record of Decision

The Federal Highway Administration has approved a combined Final Environmental Impact Statement/Record of Decision for the Hwy 53 Virginia to Eveleth project in accordance with federal requirements. The federal Final EIS describes the transportation and environmental impacts of the preferred alternative: Alternative E-2 (with the Interchange Option and Straight Option) and includes some updates to the Final EIS that was published under state rules in June 2015. The ROD explains the reasons for the project decision and summarizes the mitigation measures that will be incorporated in the project. The ROD concludes the federal environmental review process for the project.

Adequacy Determination

MnDOT has found the Final Environmental Impact Statement (Final EIS) for the US Highway 53 Virginia to Eveleth project to be adequate in accordance with state rules, concluding the state environmental review process. The Adequacy Determination document describes the project decisions, summarizes the project impacts, identifies the measures to minimize harm to the environment, and provides responses to comments that were made on the state Final EIS.

Final Environmental Impact Statement

As the Responsible Governmental Unit (RGU), the Minnesota Department of Transportation (MnDOT) has prepared a Final EIS in accordance with state requirements for the US Highway 53 Virginia to Eveleth project. The Final EIS describes the transportation and environmental impacts of the preferred alternative: Alternative E-2 (with the Interchange Option and Straight Option).

The comment period on the state Final EIS concluded July 6, 2015. MnDOT will consider any comments received and make an Adequacy Determination.

For the federal environmental process, after the state Adequacy Determination and in accordance with the provisions of the Moving Ahead for Progress in the 21st Century Act (MAP-21), the Federal Highway Administration (FHWA) and MnDOT will be issuing a single document that combines the Final EIS and the Record of Decision (ROD). This publication under federal rules is anticipated to occur in the fall of 2015. The intent to combine these documents was described on the signature page of the Draft EIS. After reviewing the comments received on the Draft EIS, FHWA and MnDOT jointly affirmed the decision to prepare a combined Final EIS/ROD.

Documentation regarding Section 4(f) recreational resource impacts is also included in the Final EIS. FHWA’s final de minimis determination for the Iron Range Off-Highway Vehicle Recreation Area will be included in the ROD.
