On February 28, 2005, the Federal Highway Administration (FHWA) signed the Finding of No Significant Impact (FONSI) for the Highway 1 reconstruction project. This signed document concludes the environmental process.

The Minnesota Department of Transportation (Mn/DOT) is proposing to reconstruct about 15 miles of Highway 1, south of Ely, from the Kawishiwi River in Fall Lake Township to Lake County Highway 2 in Stony River Township in Lake County, Minnesota.

The proposed improvements include reconstructing the highway, including grading, surfacing, and reconstructing the bridges over the Stony and Kawishiwi Rivers.

Mn/DOT has prepared an Environmental Assessment which documents the purpose and need of the project, along with the anticipated social, economic and environmental impacts.

The Minnesota Department of Transportation (Mn/DOT), in cooperation with the U.S. Forest Service (USFS) and the Federal Highway Administration (FHWA), is developing design alternatives for reconstructing 15 miles of Minnesota Highway 1 from just north of the South Kawishiwi River Bridge to County State Aid Highway (CSAH) 2 in Lake County. The reconstruction of this 15-mile section of Highway 1 will be done in four segments taking approximately seven years to complete.

The Overview

  • Project Location - The map which illustrates the project location and its physical description.
  • Project Background - A brief description and history of Highway 1 along with a summary of engineering and maintenance information which provides the context for the development of the proposed project.

The Purpose and Need (Need/Benefits)

  • Purpose and Need - Description of the need for the project and what the project intends to accomplish.
  • Design Philosophy - Details the overall design approach and philosophy that will guide the project through design and construction.

The Schedule/Stages

  • Preliminary Construction Segments - This chart provides the description of how the 15-mile project is broken into construction segments and the proposed dates the road and/or bridge will be constructed.
  • Financing - The most current estimated cost for construction of each segment.

Project Status

  • Alternative Evaluation - Four alternatives have been proposed and are being evaluated through the process required under NEPA (National Environmental Policy Act) and MEPA (Minnesota Environmental Policy Act). These alternatives are discussed in the Alternative Evaluation section.
  • Plan of Highway 1 Design - View the Highway 1 preliminary design concept for the first five-mile segment (from CSAH 2 to the New Tomahawk Road).

Public Involvement

  • Local Advisory Committee - Members who represent business, private, environmental, and government interests have been invited to form this committee. A list of meeting minutes and scheduled meeting dates are posted on this site.
  • Public Meetings - A Public Informational Meeting was held on January 14, 2004 to discuss the needs and intent of the project. Other public meetings will be posted on this site.
  • Public Comments - Comments received since the January 14, 2004 public information meeting.
