Private Carrier
A person or company that transports property and passengers by motor vehicle when:
- Their primary business is not transportation, and
- The transportation is incidental to and furthers their primary business.

Exempt Commodities Carriers
Intrastate Exempt Carriers (Minn. Stat. § 221.025)
A carrier who is not required to obtain for-hire operating authority when exclusively engaged in specified types of transportation as listed under Minn. Stat. §221.025.

For-Hire Carriers
Carriers that receive payment or compensation for the transportation of persons or property on public highways. Payment include any money promised or paid and received directly or indirectly. For-Hire Motor Carriers, of regulated commodities, must obtain operating authority.

Building or House Movers
A motor carrier who raises, supports off the foundation and moves buildings on or over public streets and highways. It does not include moving manufactured or modular homes, farmers moving their own farm buildings or persons moving buildings less than 16 feet wide by 20 feet long.

Household Goods Movers
(Moving Companies) A person who operates as a carrier of household goods. Household Goods means personal effects and property used or to be used by the owner in the owner's dwelling. Public and private businesses and institutions' furniture, fixtures, equipment and property when part of the stock, equipment, supplies or property of same.
