Passenger Carriers in Minnesota

 

A for-hire passenger carrier.

Become authorized to operate as a passenger carrier

Intrastate carriers (within Minnesota only)

There are 6 steps to obtain an intrastate passenger carrier permit:

  1. Submit a completed application (instructions).

2. Submit $75 registration fee for each vehicle to: 395 John Ireland Blvd MS 420, St. Paul, MN 55155.

3. File and maintain proper levels of insurance (Form E).

4. Have the vehicle(s) inspected by a MnDOT inspector, or comply with the state Commercial Motor Vehicle Annual Inspection. Motor coaches may be inspected by a State Patrol inspector.

5. Receive an Interstate Motor Carrier of Passengers certificate.

6. Complete online training within 90 days of being issued this certificate.

Interstate carriers (across state lines)

There are 10 steps to obtain an interstate passenger carrier permit:

  1. Submit a completed application (instructions).

2. Submit $75 registration fee for each vehicle to: 395 John Ireland Blvd MS 420, St. Paul, MN 55155

3. Complete and file a Motor Carrier Identification Report (MCS-150).

4. File and maintain proper levels of insurance (Form E).

5. Have the vehicle(s) inspected by a MnDOT inspector, or comply with the state Commercial Motor Vehicle Annual Inspection. Motor coaches may be inspected by a State Patrol inspector.

6. When you receive your Vehicle Cab Card, keep a copy of this card in each operating vehicle.

7. Register your business with the Secretary of State's office and present the certificate when applying. NOTE: This Secretary of State filing is not needed if you are an individual using your own name.

8. Complete a Certificate of Compliance form under Minnesota Worker's Compensation Law.

9. Receive an Intrastate Motor Carrier of Passengers certificate.

10. Complete online training within 90 days of being issued this certificate.
