Best-Value Contracting allow owner’s to consider other factors in addition to price in the award and execution of construction contracts. MnDOT currently has best-value authority for design-bid-build and design-build projects.

Design-Bid-Build authority is defined in Minnesota State Statute 16C.02, 16C.03 and 16C.28. MnDOT has developed the following guide for procuring design-bid-build best-value contracts:
