Hwy 23, Hwy 95 to Foley Expansion


About the project

Hwy 23 from Hwy 95 (east of St. Cloud) to Foley was expanded from a two-lane road to an access-controlled four-lane expressway with at-grade intersections in 2012.

This segment of Hwy 23 serves local commuter travel to St. Cloud, business travel to the county seat in Foley, and travel to northern Minnesota and Duluth. A number of head-on collisions had occurred in this area. This project was developed to address both safety and capacity concerns.
