About the project

Highway 23 between Highway 95 (east of St. Cloud) and Foley is currently a two-lane highway. This project expands the highway to an access-controlled four-lane expressway with at-grade intersections.

This segment of Highway 23 serves local commuter travel to St. Cloud, business travel to the county seat in Foley, and travel to northern Minnesota and Duluth. A number of head-on collisions have occurred in this area. This project was developed to address both safety and capacity concerns.
