Targeted Group Business Program

MnDOT's Targeted Group Business Program provides certified targeted group businesses with increased access to state contracting opportunities. Read more about our policy. The program is a new initiative that began 2013 to significantly increase the number of certified targeted business firms who can bid on MnDOT projects. It identifies women and minority businesses and assists them in the state certification process. View/print program announcement letter to contractors (PDF)

How it works

Any MnDOT highway construction project should have established TGB small business participation goals, except those receiving federal funds. TGB Program specialists evaluate each proposal for state funded MnDOT projects or contracts before the project is advertised. The specialists then set TGB small business participation goals. These goals are stated in the TGB special provisions, which is included in the contract/proposal.

Before you can participate as a certified TGB, read the eligibility requirements and complete the appropriate forms to demonstrate that your business is eligible for the program. Contact our team of specialists with any questions.
