Targeted Group Business Program

MnDOT's Targeted Group Business Program provides certified targeted group businesses with increased access to state contracting opportunities. Read more about our TGB policy. It certifies Minnesota-based women and minority-owned small businesses and assists them in competing for state contracting opportunities.

Veteran-Owned Small Business Program

MnDOT's Veteran-Owned Small Business Program provides verified veteran-owned small businesses with increased access to state contracting opportunities. This program is directed toward Minnesota-based small businesses that are at least 51% owned by veterans. Read more about our VET policy.

How it works

Any MnDOT highway construction project should have established TGB and VET participation goals, except those receiving federal funds. TGB/VET program specialists evaluate each proposal for participation goals on state funded MnDOT projects or contracts before the project is advertised. The specialists then set TGB and VET participation goals. These goals are stated in the TGB/VET Special Provisions, which are included in the contract/proposal.

For all contracts where goals are set, regardless of contract size, the contractor will be required to:

  • Propose participation of specific TGB or VET firms to meet that program’s contract goal, or
  • Demonstrate the good faith efforts the contractor made to obtain TGB or VET business participation.

Certified TGB firms can receive credit toward TGB goals, and certified VET firms can receive credit toward VET goals. If a company is certified as a TGB and VET firm, it can receive credit toward the TGB goal or the VET goal, but not both for the same scope of work. See the TGB/VET Special Provisions (PDF) for requirements and details.

Certified TGB firms are located in the Department of Administration’s directory. VET firms can be found in the Department of Administration’s directory, or in the Vendor Information Pages from the US Department of Veteran’s Affairs. VET firms may be listed in one or both directories below, it is important to search both directories to find all eligible firms.

Eligibility

To be certified as a VET firm, the business must be at least 51 percent owned by a veteran or service-disabled veteran as determined by the Minnesota Department of Veteran Affairs or the United States Department of Veterans Affairs. In addition, the qualifying business owner must operate and control the firm on a day-to-day as well as long-term basis. Read the VET eligibility requirements and complete the appropriate forms to demonstrate that your business is eligible for the program.

To be certified as a Targeted Group small business, the business must be at least 51 percent owned by a woman, racial minority, or person with a substantial physical disability. In addition, the business must be operated and controlled on a day-to-day as well as long term basis by the qualifying owner. Read the TGB eligibility requirements and complete the appropriate forms to demonstrate that your business is eligible for the program.

Preference in bidding

When bidding as a prime contractor, certified Targeted Group Businesses and Veteran-Owned Small Businesses may receive a preference of up to 6 percent of the amount of its bid, not to exceed $60,000. To receive the preference, the small business must be certified as a TGB or VET before the date and time set for opening the proposal.

To request this preference, the bidder must complete and submit the TGB/VET preference form (PDF) prior to the deadline for proposals. This form must be submitted to MnDOT no later than the specified deadline for proposals.
