DBE Certification Process
Businesspeople who are socially and economically disadvantaged and whose businesses meet eligibility criteria are encouraged to apply for DBE certification.
The Minnesota Unified Certification Program (Mn/UCP) serves as a "one-stop" shop for firms seeking DBE certification in Minnesota. Mn/UCP provides application forms, reviews and evaluates applications and certifies successful applicants as DBEs. Companies certified as DBEs may participate in the DBE program at any member agency.

Background
All government entities that receive federal funds from the United States Department of Transportation must follow their state's Disadvantaged Business Enterprise certification process (federal regulation 49 CFR 26.81, in effect since March 1, 2002).
The Minnesota Unified Certification Program (Mn/UCP) includes both certifying and non-certifying members. Certifying members include the Minnesota Department of Transportation (Mn/DOT), the Metropolitan Airports Commission and the Metropolitan Council. Non-certifying members include all other government entities in Minnesota that receive U.S. DOT funds.
